To create a statute specifying rules for a maximum wage.

Due to popular recognition of adverse social outcomes stemming from income inequality an economic and legal analysis resulting in a statute is asked for by the legal representatives of the people.

Economic experts, past and present, including but not limited to Robert Reich, Thomas Piketty, Paul Krugman, John Kenneth Galbraith, Joseph Stiglitz, James K Galbraith, Thorstein Veblen, John Maynard Keynes, Karl Marx, Adam Smith and King Edward III have warned against excessive economic inequality. According to wikipedia the minimum/maximum wage issue is traced to 1349. Since the 1980s the US has witnessed a dramatic rise in executive pay relative to that of an average workers wages. The explosion in executive pay has become controversial. High concentrations equal disequilibrium.
