There needs to be stricter penalties for abusing animals. If someone is found guilty of premeditated animal abuse they need to be put on a database so they are no longer allowed to keep pets or other animals. Also giving someone just a fine is not an acceptable punishment for harming a living, breathing, feeling thing.
