Create stricter punishment for those who voluntarily use the Right of Free Speech to invoke violence or hate upon others

This petition would help bring forth the END of violent hate speech and the uncivilized rallies and demonstrations that have been utilized by groups such as the Ku-Klux-Klan (KKK) and the Westboro Baptist Church (WBC) in particular.
