There should be laws that force the parents to compensate for medical bills, stolen or broken property, and emotional damage caused by the bullying. The bully should be in detention for 1-2 weeks, adding a week for each incident. It would be incentive for parents to teach their children not to bully. Bullying should be classified as assault and verbal abuse.
