Create a stronger mental healthcare system that can reasonably prevent mentally ill people from posing a mortal threat.

In response to the failure of the Santa Barbara Sheriff's Department to obtain Elliot Rodger for a 5150 involuntary psychiatric hold, even though one was requested by his therapist, we petition the Obama Administration to pursue a national system which would allow mental healthcare professionals to obtain involuntary psychiatric holds for evaluation to determine if an individual poses a threat to him/herself or others and if so would enable mental healthcare professionals to issue orders to restrict access in all forms to firearms for periods both temporary and indefinite at the discretion of a panel of qualified mental health care professionals. These holds would be conducted with the best interests of the individual in mind at all times.
