Create Student Tuition Accounts

Create a government-financed Student Tuition Account system so that students in grades 1-12 can accumulate tuition credits that will pay for a four-year college or equivalent education of their choice when they graduate from high school. This will encourage students and parents to make sure their chilkdren are attending and achieving, will give teachers more motivated students, and will eliminate the need for loans for college tuition.
