Human service employees rank extremely low on the pay scale. This is expecially true for non-profit employees. Yet, most positions require a Bachelor's degree, if not a Master's degree. Inherently low salaries and high job requirements create a systemic punishment or disadvantage for those seeking to work in these fields. For those who do, they are burdened with student loan debt without the means of paying.
Creating a substantial forgiveness program that's not income based but career based prevents fraud and incentivizes entrance into a career path that needs more educated workers. Also, creating a "months worked = % deducted" program could reduce turnover.
