In order to be allowed to have a licence to get a gun you must first
1. enter a room where you are the only person in the room and get locked in
2. show you can load a gun
3. show you can use a gun by pointing at oneself and firing the gun killing them self.
Once these are conditions are met they can then buy a gun if they still wish.
