Create a system that allows for a free and instant background for anyone interested in selling a firearm.

One of the biggest problems with the idea of a "universal background check" is that background checks can be difficult and expensive. Before creating laws requiring these checks on personal sales, create a way for the average gun owner to run a background check before selling a weapon. By making a system like this free to all we can reasonably expect owners to perform checks before selling a firearm. This would also lower the operating expenses of firearm vendors, hopefully lowering the cost for law abiding citizens to own guns.
