With all the police actions going to far I believe the federal government should step in and create a federal funded training program exactly the way military does retraining yearly. Which officers go through full evaluations and seminars on yearly issues within law enforcement.
All law enforcement to have to wear body camera that are always on. As aligations rise the federal government should put into effect a program that minimizes the amount evidence needed for a police officer to justify their use of force.
