Funding government by continuing resolutions creates chaotic partisan brinksmanship and is disruptive to everyone. When Congress and the Executive branch fail to pass a budget, a national referendum election shall be held within six months to determine the Federal budget for a four-year period. We respectfully petition the administration to back this law and find sponsors in the House and Senate.
