Create a tax break for the real "job creators" when the Bush tax cuts expire

When the Bush tax cuts for investors expire, amend the capital gains tax law so that taxes paid under the "Nanny tax" of social security for household employees can be credited against the capital gains taxes. This structure will reward investors who a) actually create jobs in the US by hiring household employees, and b) pay the "Nanny Tax" rather than evading it. Yes, it's a tax break for the wealthy, but it's a tax break that rewards the _honest_ wealthy who pay their fair share and actually do create jobs.
