Create a tax credit for indivduals/families who volunteer their time in their communities. For instance, if a person volunteers their time in an afterschool reading program, allow them to receive a tax-credit for the time they worked.
This may encourage people to volunteer more, which will improve their communities, their skills, and their knowledge.
