Create a Tax incentive to adopt up to a Dogs from Shelters for responsible citizens that can afford to Care for them

This Petition is being submitted, to try to lower the Shortage of homes for Homeless Household Pets which Is a severe problem in america, and according to the American Humane Associations website "Each year, approximately 8 million stray and unwanted animals are taken in by shelters across the country *(USA). Tragically, about 3.7 million -- nearly half -- of these animals must be euthanized because good homes cannot be found for them." This Statisic is Particulartly Saddening in that the problem is nut purely that there is not enough homes, but that many people who are willing to care for a pet in need can not due to the costs involved. So we ask that there be a tax credit covering for care and cost involved for pet for low income households that Pass an Animal Abuse Background Check.
