The united states right now is facing a crisis with employers not wanting to hire workers out of work longer than a year. Some companies won't hire someone unemployed at all, let alone long term unemployed. In order to help these individuals find work, create an incentive for employers to hire those individuals. For each "long term" unemployed hire by a company they get a $500 tax break. To qualify the employee must be active and working for 6 months.
