Create tax incentives for companies that employ child support evaders as part of a work release program from jail.

Please, not only drive the states to prosecute individuals for not paying child support, but create opportunities for those parents owing back pay to pay down their debt while jailed. This will not only support single mother's and father's ability to care for their children and possibly break the welfare cycle, but could provide a skill set for a previously unemployed child support debtor or evader. Create work-release programs for those in jail for being in arrears and provide tax deductions to the businesses that employ them. Pay them minimum wage or competitive wages, but ensure that 100% of after tax income be used to pay down the back child support. This will create tax income to pay for the jailing and the program from the inmates own taxes.
