Create tax incentives to encourage greater voter participation. (e.g.: a tax deduction for all Americans, applicable only in election years, linked to voter turnout). Citizens will have incentive to vote and to encourage their fellow citizens to vote. Greater voter participation will result in a government that more accurately reflects the will and spirit of the people. Low voter turnout results in all Americans being subjected to the will of a more motivated (often ideological) minority.
