The "Tax Refund Anticipation Credit" would be applied to tax refunds delayed by actions of congress on tax laws. Just as those American Citizens who are penalized for late taxes, so should Americans receive credit when refunds are delayed. This petition would help congress to make those difficult compromises or face fiscal penalty.
