Locke's Treatise on Human Understanding, the basis of the SOCIAL CONTRACT at the foundation of our constitution, holds COMPASSION as the redeeming force of humanity. Yet it has long been known that the social contract will fail, over time, as:
1. GREED becomes equanimous with PURSUIT OF HAPPINESS. Hence the successful give little to others’ children, of whom a third are below the poverty line;
2. ENVY becomes equanimous with COMPETITIVENESS. Hence the top 1% own more than the bottom 90%.
3. ANGER becomes equanimous with WAR. Hence half the federal budget is spent on arms.
Hence, to provide equal opportunity, health, and education for impoverished children, a new and separate TAX FOR COMPASSIONATE ACTS should be levied on the very rich, whence funds cannot be diverted to other needs.
