Create a team of individuals to facilitate reform for Welfare and other government programs

Let's face it, our Federal Welfare system needs to be fixed, not removed. Instead of relying on congress and others who are mostly rich and do not understand the reality of those on the system, invest in a team of individuals from Non-Profits, Citizens, etc.. to create the reform that Welfare, Medicare, Medicaide, and other programs could use.
The potential is there to save millions if not more in federal funds, however as previously stated, most in Congress have probably never been in poverty so they would never understand the human side of it.
The team could then present their findings to the President and/or to a Congressional Committee for further review, changes (as agreed upon by the team and the committee) and present for a vote.
