Sometimes when budget cuts are made key programs get reduced while less vital ones continue. Top non commissioned officers might provide a keen insight into items that if cut would greatly reduce our defense. It is sorry to say but sometimes field grade officers are willing to cut basic items (like ammunition) while they leave their personal perks alone. Indeed the top non-coms might be able to suggest just how many generals and admirals we need. As Commander in Chief the President can arrange this and protect the non-coms from any possible retribution.
