Congress is no longer a place to do what's best for all Americans. The focus has become reelection, making money and securing a nice lobbying job after "retirement." Career politicians have some benefits but stifle participation.
Imposing term limits, say 6, allows for new candidates to take over for incumbents. Further, a loop hole should be provided for well liked officials. An incumbent can run after completing 6 terms IF they can produce a petition with a large percentage of their constituency (district, state, party?), at least 60%, stating a desire they run again. Or IF there are no other potential candidates.
Often the public chooses to reelect someone they disagree with because someone with similar views is unable to run. Build an opening for fresh ideas and participation.
