Create term limits for all those elected to Congress. No more than two terms, as it is for POTUS.

Simple. Term limits for all members of Congress to be set at no more than two consecutive terms. Under the current system, too much time is spent during each term just trying to win another term, and the existing system creates congressmen and women that are reluctant to take perhaps unpopular stands on important issues for fear of losing voters.
