Representatives and Senators may be elected to two consecutive terms of four years each, in either position.
Any congressman holding office when this amendment is passed and becomes active shall be affected by this term limit provision.
Representatives who have served their limit of terms may subsequently be elected to the Senate; and Senators who have served their limit of terms may subsequently be elected to the House, but no one may serve more than 16 consecutive years combined.
It allows former congressmen to run for election again after returning to private life for a reasonable period of years to regain experience and perspective by living in the real world, and develop a sensitivity to the issues that are important to their constituents at that time.
