Undermining the peace and sanctity of the public's right to live free and safe, gangs run the streets freely, dealing in drugs, killing, robbing, putting young girls on street patrol, and anything else that can be of financial gain!
They must be treated as terrorists! Are they any different than Osama Bin Laden who took down NYC in one of the most infamous acts since the bombing of Pearl Harbor?
I ask for an executive decree equating gang membership to terrorist activity and setting a MINIMUM of ten years on arrest in the commission of a crime by known gang members ON TOP of the penalty for the crime committed, with NO chance of serving time concurrently.
