Create Texas zoning laws to avoid industrial refinery expansion into neighborhoods/communities.

In the East End of Houston, Texas, there are communities surrounded by refineries, storage silos, etc. In middle school, I would drive by the ship channel daily, unaware of our environmental havoc, with the belief that there was oil or dirt in the water. In my environmental program, we visit these communities to speak to residents about the (health) issues they face due to industrialization and expansion near them. The Manchester community is surrounded on three sides by refineries like Valero's, and a car crushing facility on the other side. This community is right next to the ship channel. The companies are expanding with the community in disdain, and when they speak up, they are not listened to. When Gina McCarthy (EPA) was in a community meeting, she answered questions unrelalatedly.
