This will create tighter restrictions on where fishing can be done with a hook and thin fishing wire, it increase penalties for leaving hooks/lines in the water. It will also make it so that not everyone can fish this way. This will not affect fishing with nets, as long as they have TEDs, so commercial fishing will not be hurt as an industry. It will also not prohibit hook fishing all together but will decrease the amount of people doing it. Hook fishing can cause severe damage to sea turtles and marine mammals. Hooking them can cause lockjaw from rust when the hook disintegrates, and being wrapped in thin but strong fishing wire can cause horrific injuries to them, such as needing amputation of a fin or drowning. It can harm endangered species as you can't control what bites your line.
