This petition would address China's incentive for keeping North Korea alive with aid. China worries about US troops on their borders. A treaty to address that would take out the incentive to prop up North Korea.
1) It would order the Secretary of Defense to set minimum numbers of troops needed to defend South Korea in case of North Korea's collapse.
2) US bases would be banned from relocating within 100 km of the Korea-China border.
3) This treaty would be require South Korea, China, and the US to all agree to all articles.
4) A trilateral "Korean Treaty Commission" would use adjudication to make sure that all parties have their needs met.
