"Unemployed-to-hire" is a program that brings supply and demand together while reducing the cost to the American taxpayer.
Business owners are reluctant to invest in hiring new employees because new employees take time to create value back to the business. Many business owners lack the capital or credit to bridge this gap.
Unemployed workers are looking for ways to get their foot in the door at businesses in order to prove the value they could create for businesses.
The solution is a program, "Unemployed-to-hire", where small and mid-sized businesses may hire people who have been unemployed at least 3 months and the government continues to pay full benefits for 3 months. For month 3-6, the government pays 50% benefits. At 6 months, the business takes over the cost 100%.
