Create the United States E-Mail Service

Create an email system "USES" (United States Email Service) that requires senders to pay a fee.
All US Residents receive a unique email address, for life, similar to the SSN process.
US Residents can update their current physical address.
USES can be used by local businesses to bulk email local residents. USES can provide feedback to the local businesses about the number of residents who read the email, deleted without reading, responded that it was irrelevant to them, etc. USES could create targeted marketing automatically.
Automatic read receipts can be additional charge for important/legal/billing emails.
Saves trees, lowers costs, adds value, ends the losses by current postal system, allows specialized companies (Fed-Ex, UPS, DHL) to handle physical deliveries when necessary.
