Only 20 states and the District of Columbia have mandatory universal helmet usage laws, 27 states have limited helmet requirements that only apply to those under 17 (19 states), under 18 (1 state), under 20 (7 states), while 3 states have no helmet requirements at all.
Not only does this pose a serious safety threat to both riders and passengers, but sets a dangerous precedent towards a disregard for general safety.
