We ask the President to use economic forces to reduce the prevalence of gun violence. We ask the President to introduce legislation or direct the Attorney General to file suits that would make gun manufacturers and distributors share in the true cost of their products. We believe there are precedents established in addressing the economic externalities of other dangerous legal products such as tobacco. If every victim of gun violence were due a large monetary settlement to be paid from a Victims' Fund (funded by manufacturers and distributors), the industry would have incentives to promote safer use of their products and engage in a public information campaign to change attitudes about the acceptability of gun violence.
