Create a Visa application process for those wishing to hunt game outside the US & grant only for approved guide services

Change our policies at the State Department to restrict the ability for those wishing to hunt big game. Create a strict visa application process for this hunting which must include the name of the guide service being used. In addition, the guide services wishing to attract US clients must register with and comply with our policies relating to treatment of animals with protected status under threatened &/or endangered species lists for both the US AND country the hunt is to take place in. The visas granted under this policy must be limited to a quantity each year such that there would be limited impact on the species being hunted.
