Create a voluntary discount program for veterans and people on Medicare, to help them stretch their benefit dollars.

Establish a simple, voluntary program for merchants to provide their maximum publicly-available discounts to disabled veterans and people who show a Medicare card.

This helps disabled persons too young to qualify for senior discounts, by helping them stretch their limited fixed income (SSDI, SSI, Veteran's benefits, etc.).

Any minor costs incurred could be partially offset by selling flag-themed window stickers to merchants, identifying them as participating in the program.

With congressional support, the program could be expanded in the future to create tax credits for merchant participation - in particular, creating incentives for providers of essential services: landlords, utilities, transportation, and communications providers.
