Create a Voluntary Prisioner Release Program to Protect Island Resorces Throughout the World

Many Oceanic Islands are invested with feral animals that impact oceanic bird, seal, and turtle reproduction. Many islands are also devoid of fresh water. A purely voluntary prisioner release program could be envisioned where such volunteers built and maintained desalinization plants, addressed the feral animal problem, and supported the reproduction of endangered species, turtles, birdlife, seals, etc that require these isolated islands for their continued existance.
