Create a Voluntary Tax for people of financial substance to be held in trust to help citizens be less dependent on Gvnt

The VOLTAX TRUST would be managed by an NGO.
Individuals of reasonable financial substance would volunteer to be taxed at a higher rate ( say plus2%) and also submit an idea on how a government dependent citizen could be helped to a place in which they needed less support.
In this way we might side step the present ideological impasse and reach for the moral high ground upon which this nation was founded..."to love our neighbor as ourself".
Submitted ideas would be posted on a site like this and would allow citizens to 'vote' for ideas they like.
Ideas with most approval would be apportioned appropriate funds from the Trust.
Follow up success would then be posted. VOLTAX would run for 3 year periods of commitment.
