Create voter registration cards. I need identification to buy tobacco, alcohol, or gamble; but to pick a leader, nothing

I would like, at the least, voter registration cards. Optimally, I would like biometrics in the form of thumb prints to be implemented when a person votes. If I were to buy tobacco, alcohol, pornography, or a state sponsored lottery ticket(which I would do by choice), the seller might, and in cases should, request proof of age. In order to vote a 12 year old could say a name, theirs or not, and choose the leader(s) of our country.
