At the direction of the federal government, develop a plan to work with private business to build dozens of water desalination plants on the west coast and gulf coast. The desalinated water should be fed into a newly constructed network of pipeline that delivers fresh water to central California, the Midwest states and Texas for use in agriculture and cattle raising. Drought conditions will continue to worsen over the coming years and we need a plan to deliver water to the people who grow and raise our food or else we will be looking at severe price hikes and shortages in the future.
