A water exchange system would create many more jobs than the Keystone Pipeline and would transfer material that is vital to life.  As climate change brings floods to many areas and drought to others, the continental United States should take advantage of our vast expanses to mitigate climate change, bring needed water to cities, farms, and industries, and bolster both the economy and national unity, as each state leans on the others for mutual support in the water exchange system. Moreover, a water exchange system would not pose the ecological threats that the Keystone Pipeline presents.
