When looking for good jobs with the government or government contractors, many jobs ask that you already have a security clearance, but that it impossible to get without a job. It creates an endless loop until you get lucky enough to find a company, even one you may not want to work for, who will sponsor your clearance.
Why prevents the Administration from setting up a system where a job seeker, even an unemployed one, can get at least a temporary clearance so they can get these jobs and then the employer can pick them up from there?
It is understandable that it may cost the job seeker some money, but if it helps secure a really good career, it would be worth it to many people.
