Creating a website where citizens can donate money to specific governement programs would not only be a boon for our cash strapped government, but would also give the average citizen some amount of recourse towards aiding specific institutions that one might see faltering on a local level.
Many citizens would gladly pay higher taxes, especially if they had some control over where the money was put to use. Such a website as this would give people that ability, as one could donate money directly to their local schools, police, or any other publicly funded program.
This "optional tax" would pave the way for the government to recieve massive amounts of money from average citizens towards specific, often underfunded, public programs, without the need for a mandatory tax.
