Create 'Welcoming Cities' for the population of the Japanese Prefecture of Fukushima

Responsibility for the tragic events of March 2011 has not been fully ascertained by either the United States or Japanese Governments; but the facts are that the lives of the residents of Fukushima Prefecture, Japan are jeopardized by high levels of radiation from the Powerplant Disaster there. As a gesture of Friendship and Cooperation, the United States Congress and the Obama Administration should do all in their power to welcome survivors to American Cities in similar climatological zones and assist them in establishing businesses and industry mutually beneficial to themselves and to local residents.
