Although the Obama Administration has recognized, with the majority of the American people, the need to further limit access to firearms, its actions will continue to spark equal anxiety from opposition while the 2nd Amendment has no Federal implementation.
The 2nd Amendment guarantees the right of citizens to own weapons within a well regulated milita; we now passively implement that right by making most weapons widely available to the public.
As an alternative system to implement the guarantee, establish a well regulated militia within the National Guard, where draft-exempt citizens' training and use of firearms can be carefully regulated.
Further legislation and executive action to limit public access to deadly weapons would not threaten the 2nd Amendment if such a militia existed.
