Create Well Regulated Militias

So here is a crazy idea . . . move the right to bear arms into the form that the framers of the Constitution intended.
Autonomous self regulating militias only are allowed to possess military grade weapons with the following parameters - no centralized authority; decentralized and self-regulating; interdependency built into their structure; min. of 12 people required to form; no one person in control; checks and balances; group selection of Master of Arms with complete responsibility for the securing of the weapons and Commander with sole authority to authorize access to the weapons; entire group mutually responsible for being "well regulated"; if group's weapons are used in an illegal act then the entire group is banned from membership in a militia and cannot ever get access to guns again
