Create written disciplinary warnings to elected officials for taking non authorized time off during fiscal negotiations.

President Obama should issue an Executive Order creating the establishment of a system for performance evaluations by the American people for members of congress, including a disciplinary process similar to that which all employed Americans are subject. If a member of congress fails to conclude official budget negotiations, they should receive a verbal warning by the president. If they repeat this negligence, they should receive an official written warning, a copy of which should be provided to voters at election time. If they again recess or otherwise delay important government financial responsibilities, they should be issued a final written warning, and subject to immediate termination by a vote of the majority of Americans, who are constitutionally the employers of all congress.
