On most military installations there are signs posted about how many days have passed without an accident or a DUI. These signs rarely ever reach the double digits. Members of our U.S. Armed Forces are being ticketed with DUI's and many times it gets swept under the rug or the punishment is not enough and these people get promoted.
At the same time, many good people are being removed from the military for reaching High Year Tenure. Many of these people pass their exams and are eligible to be promoted but can't make rank because there's no space. A Zero Tolerance Policy would punish offenders and reward those who obey the rules.
