Pay deductions for congress if they cannot pass a budget. While congress cannot affect the salary for the current session, I propose that the salary for all congressional seats receive a 10% pay cut the following year as well as for their pension pay when they retire from office. This will give more incentive for them to do their primary job duty and keep the country running.
