Tier 1- This tier would allow you to purchase and own ALL types of firearms, regardless of Federal or State law. This citizen has proven they are a responsible, competent, and law abiding person (to the reasonable sense. eg. speeding ticket is not grounds for removal of Tier 1 status). They have not caused or attempted to cause any intentional harm to themselves or others.
Tier 2- This tier limits the firearms that a citizen can purchase or own. They are required to follow all Federal and State weapon laws.
Tier 3- Not allowed to own firearms. Based on current laws.
