During the hurricane season, power failure, telephone and cable tv lines are common because the USA is perhaps the only country in the developed word where power and other utility lines are hanging overhead. Other countries have found a solution to this problem by burying them underground. If the utility companies start doing the same, they will save a lot of money from the pruning of trees and power/service failure.

The utilities can issue long term sinking fund bonds (with federal loan guarantees) at the current low interest rates and pay for them by increasing per unit cost of power by a few pennies,

This will create a lot of good paying jobs for about a decade and modernize the infrastructure.
