Throughout the country HOV and Express Toll Lanes are designed to move traffic faster. While they are a great time saver and very appreciated there are many cases where traffic backs up due to one person driving below the speed limit. This leads to the lane losing its purpose and in many cases people cant pass due to the lanes having designated exit and entry points this is frequently the case in Southern California. Slow drivers in the HOV lanes also lead to numerous cases of road rage and cause more traffic.
